  • CalAssist Mortgage Fund

Medical Bills & Debt

  • Hospital Fair Billing Program (HCAI)

California law says hospitals must give free or discounted care to most patients earning under 400% of the poverty line — even if you have insurance. This state page explains your rights and how to complain if a hospital won't help.

  • Health Consumer Alliance

Free statewide help fighting medical bills and debt from hospitals, dentists, ambulances, and doctors, plus fixing Medi-Cal problems. Call 888-804-3536.

  • Medi-Cal Retroactive Coverage

If you qualify for Medi-Cal, it can pay medical bills from up to three months before you applied — so it's worth applying even after you've already gotten care. Apply at BenefitsCal.com.

Utilities

  • LIHEAP — Low Income Home Energy Assistance Program (CSD)

Helps pay past-due gas and electric bills (often up to $1,000 or more) and offers free weatherization to lower future bills. Run by the CA Department of Community Services & Development through local agencies — the site connects you to yours.

  • CARE / FERA Utility Discounts

Knocks 20–35% off your monthly gas and electric bill if your income qualifies; sign up directly with your utility. Ask your utility about the Arrearage Management Plan (AMP) too — it can forgive up to $8,000 of old utility debt if you make on-time payments.

  • California Community Action Partnership Association (CalCAPA)

Find your local community action agency, which handles utility assistance, weatherization, food, and other emergency help in all 58 counties.
